He was the President of the Japan Pro Wrestling association (JWA). During the convention, an NWA-wide resolution was adopted that disqualified any wrestler who deliberately threw his opponent over the top rope. NWA "agents" were going to be in attendance in various territories to make sure this new rule was enforced. Muchnick notified members that if they weren't enforced, "someone will be fined."
